Accessibility
Most definitions of this term emphasize the ease of use. The more accessible, the easier it is to use.
In the world of disability, the definitions become more specific; however, in general, the freer the item is of common barriers to use - steps for wheelchair users, print material for blind people - the more accessible it is.
In the United States, several laws govern requirements for accessibility. Each of these laws, and even portions of them, is overseen by different federal agencies. Each agency is responsible for writing and publishing rules and guidelines that implement the particular law. And, when those laws and rules create possible varying interpretations, lawsuits are filed and court decisions are written to clarify those interpretations.
